Preheat oven to 400°.
Peel, wash and slice potatoes 1/4 inch thick.
Slice green onions.
Layer potatoes and green onions in a greased 9x9 baking dish (two layers of each).
In a medium sauce pan, melt the butter.
Then, whisk in the flour and cook for 2 minutes-until it smells like pie dough.
Slowly whisk in milk.
Add the salt, pepper, garlic powder and grated cheese. Stir and simmer to thicken the sauce. Whisk frequently to avoid burning.
Pour cheese mixture over potatoes and green onions.
Cover with foil and bake in a 400° oven for 90 minutes. At 70 minutes, remove foil and finish cooking.
If you want a crispier topping, place under the broiler on low after cooking. Watch closely.
Top with bacon crumbles to serve, if desired. Enjoy!
