- Cook and crumble cook the meat until meat has cooked though and onion and pepper are nearly tender.
- Add the tomato paste, water, vinegar, chili powder, Worcestershire sauce, salt, celery salt and mustard. Stir to combine and bring to a boil.
- Reduce heat and simmer until onion and red bell pepper are tender. Add more water, if needed.
- As the mixture finishes cooking, add more water as needed to get the desired consistency.
